Abstract
Human capital development in the public service is a critical factor in socio-economic development of the region, the Federal district, the state as a whole. A systematic approach to professional development of civil servants is inseparably linked to the efficiency of territorial management. The experience of St. Petersburg in this aspect can be used in reforming the training system, the authorities in other Russian regions.
