CURRENT FEATURES OF THE POLICE JUVENILE DIVISION ADMINISTRATION WITHIN THE SYSTEM OF THE MINISTRY OF INTERNAL AFFAIRS OF RUSSIA AND IMPROVEMENT OF ITS ACTIVITIES

In order to prevent offences committed by minors (hereinafter children), provide them with legal assistance and psychological support, as well as to exercise other socially important functions (clarification and development of proposals on children’s education, establishment of the underlying factors of offences, examination of living and educational conditions etc.), the system of the Ministry of Internal Affairs of Russia (particularly, local police departments) historically (since May 31, 1935) has a special juvenile division (hereinafter JD). This structural division within the system of internal affairs agencies (hereinafter IAA) now serves as a powerful entity carrying out preventive work with adolescents and their parents (as well as lawful representatives and educational organizations). Among the challenging aspects relevant for the administration of such units there are achievement of pedagogical excellence, legal literacy and legal awareness, as well as the prevention of corruption and illegal acts.
