THE ROLE OF THE TWIN-CITIES IN DEVELOPMENT OF LOCAL SELF-GOVERNMENT IN RUSSIA

In the article on the basis of analysis of the experience of the movement of the twin-cities are considered the main mechanisms of the use of this practice for the devel-opment of Russian local self-government. Special attention is paid to identifying the prospects for municipal best practices. In addition, examines the role of the twin-cities in the stabilization of interstate relations and development of relations with local communities.
