Modernisation of industrial regions economy: the attempt of conceptualization

Economic nature of modernisation in the dialectical measuring is determined by progress of society, by the change of it’s material basis - technical, technological, economic base. Development and realization of scenarios of structurally-technological modernisation of industrial regions of Ukraine must come true within the framework of long-term strategy of economic development of the country, where an industrial policy must take the leading place in the removal of structural disproportions, stimulation of modernisation, creation of new hi-tech sectors of production. Except official confession of strategy of industrial development and modernisation it is needed and legislatively to fasten ideology of industrial development, both on state and on regional levels, that in the conditions of decentralization will create favourable normatively-legal terms for the subjects of manage and local-authority in realization of modernisation measures. To that end it is expedient to work out and pass an Act of Ukraine ?About industrial regions modernisation? with determination of role and duties of local-authority in industrial development of own territories.
