ADAPTIVE MECHANIZMS OF STATE STIMULATION OF ECONOMY'S CLUSTERING

Abstract
Background. Research of clustering in various aspects of the economy has important differences and is the subject of active scientific debate. At the same time there in no integrity and consistency in identifying complex set of problematic phenomena related to improving the efficiency of the mechanisms of stimulation of clustering. Consequently, there is an objective need to develop theoretical recommendations for the formation of new, adaptive mechanisms to encourage cluster development that forms the aim of our study. Results. By emphasizing the need to enhance the adaptive mechanisms of interaction between state and cluster formations as adaptive ability of members of the cluster determines its effectiveness in a turbulent environment. Integrated adaptive management of interaction mechanism of clusters and public authorities have been developed. The proposed mechanism is based on an effective combination of state regulatory mechanisms and adaptive management entities. The author determined that the composition of an adaptive mechanism needs a balanced state adaptive strategy and its organizational support. In this respect, the expediency of establishing regional monitoring centers has been substantiated. Conclusions. The author found that in an environment of intense external processes, the most effective tool of stimulation of cluster organization is the integrated adaptive mechanism of interaction between state and clusters.
