PROSPECTS OF UKRAINE'S TRANSIT POTENTIAL

Abstract

Background. Transit through the territory of Ukraine is a significant national resource that at present is underused. Hence there is a need to study the implementation of transit potential of Ukraine in the post-crisis period, the analysis of the dynamics and structure of transit flows, identifying problems and suggestions for solutions. Analysis of recent research and publications. Problems of development of transit potential of Ukraine are reflected in numerous works of national scientists. However, some issues remain controversial, not disclosed and justified. There is need for an in-depth study of trends in dynamic changes in the economic and political situation in the post-crisis period and it formed the purpose of the study. Results. The analysis of the use of transit potential of Ukraine showed the destructive impact of the economic crisis on the volume of transit. Most decrease was in the transit via pipeline and rail transport. The geography of transit traffic changed significantly. There is a gradual concentration of transit services of Ukraine in the CIS and the EU, which should be viewed as a positive factor in the development of transit potential. Ukrainian government implemented measures to improve the system of transit and adaptation of national legislation to international norms and standards. However, there is no comprehensive approach in addressing these issues. So reforms in the transport sector are at an early level. Acute problems that require immediate solutions are inadequate transport infrastructure, non-competitiveness of tariff policy, lack of customs checkpoints on the border, increasing competition from Russia, Romania, Moldova, Belarus. Also, there is need to change the Law of Ukraine "On the transit of goods", especially in part of restrictions on the transit of dangerous goods. Ukraine should immediately accede to international agreements and conventions in transit by river transport and the Convention on a common transit procedure. Conclusion. The analysis of the role of transit in the post-crisis period and the possibility of Ukraine in this field, we can conclude that solving the effective implementation of transit benefits requires adequate institutional, regulatory and administrative provisions. Determinants in forming national transit component are correlated with the overall strategy of economic development. For Ukraine proper development of transit potential will increase the total product and diversification of economic potential.
