"SINGLE WINDOW" CONCEPT AS AN INNOVATIVE APPROACH TO INTERNATIONAL BUSINESS

Abstract
Ntroduction. Analysis of current trends in foreign trade in Ukraine allows to state about the need for trade facilitation in Ukraine by speeding up the movement of goods in the international supply chain by accelerating the formation, filing and receiving documents (information flows) required by customs and other control services on such goods. The purpose of this paper is to outline the nature of the "single window" concept in international trade and identify some existing problems of "single window" implementation in Ukraine. Materials and Methods. Works of the Ukrainian and foreign scholars on international trade, Ukrainian and foreign periodical literature, newsletters, online resources were theoretical and methodological basis of this research. The methods of analysis and synthesis were used to study the sense of "single window" concept, and method of system generalization was used to analyze the author's experience in the implementation of the project "Single Window ? local solutions" in the area of Southern Customs and ports of Odessa region of Ukraine. Conclusions. Finally, we can assume that due to the evolution of the "single window" concept in international trade, its sphere of application has broadened from the mechanism of interaction between business and government to the system of active participation and cooperation of all participants in the supply chain. An integrated model of "single window" with a combination of information systems of the control authorities and logistics operators is defined by author as promising among currently existing models of "single window", but at the same time it is difficult one for implementation in Ukraine. Major problems identified at the stage of realization of the project "Single Window ? local solutions" in the area of Southern Customs and ports of Odessa region are the following: transition to electronic documents has not been secured legally; Though there's a legal base for electric document flow, there is a need to rethink the sense of the concept "electronic document flow". First of all it's information flow but not documents themselves that just contain separate parts of information. limited opportunities of control authorities for receiving the electronic information; the legal status of the electronic information is unfixed in law, and the procedure for submitting electronic information has not been changed.
