Abstract
Conceptual approaches to the definition of criteria for evaluating the effectiveness of management processes in complex self-regulating social and economic systems at mesolevel are considered. It was established that the efficiency criteria of processes charged with management of transformation of complex social and economic systems is minimization of economic and social expenditures at mesolevel. It is proved that the implementation of such an approach is possible through the creation of an effective mechanism for controlling the distribution of the production factors or other activities that are essential in reducing intraeconomic contradictions and unsubstantiated socio-economic instability in the region as a whole, or as individual enterprise (company), regardless of their affiliation.
