Organizational models and mechanisms of investment of construction of affordable housing in ukraine

Purpose.Increase of level of providing the citizens needing improvement of living conditions in the conditions of the present is quite important question and has to decide at the state level. Considering an autumn situation of 2008, the mass mortgage in Ukraine stopped. It was promoted falling of the income of the population in crisis, inaccessibility of housing to most of Ukrainians and high rates on mortgage loans. In 2014-2015 the situation only worsened. Political crisis, military operations in the east of the country, sharp falling of economy, and devaluation of hryvnia and a panic in the currency market led to crisis of a banking system. It should be noted that the list of negative factors which were mentioned above, rather significantly affected all branches of production in Ukraine, and the state got into enough difficulties that caused braking of development of programs of support of the citizens needing improvement of living conditions by acquisition of housing with the state support. And still, despite the crisis phenomena, certain measures from the state, the concerning ways of the improvement existing and introduction of the new effective financial and investment mechanism of the state support of construction (acquisition) of affordable housing are the main mechanisms of providing and improvement of living conditions of the corresponding branch of the population. Methodology. Specification of the analysis of the existing financial and investment mechanisms of the state support of construction (acquisition) of affordable housing, directed on increase of level of providing the citizens needing improvement of living conditions according to the legislation. Findings. The main conditions of four important state programs and their financial and investment mechanisms concerning the state support of construction (acquisition) of affordable housing, restriction and factors of construction of affordable housing are defined. Originality.Further researches of rather existing financial and investment mechanisms of the state support of construction (acquisition) of affordable housing will allow reaching the best indicators within state programs. Practical value.Performance of the entered financial and investment mechanisms will allow solving rather powerful socially important problems at the state level.
