Pension System in the Context of Strategic Vectors for National Development

Abstract

The article examines separate issues related to the formation of modern pension system in Ukraine and conformance of this process to strategic directions for state development. It is emphasized that joint and defined contribution pension schemes of the obligatory state retirement insurance and non-state pension schemes require alignment with other social-economic transformations for the implementation of social and investment-innovation potential behind them. The examination is focused on revealing the main conditions and trends to implement the mechanism of pension system. Our study has shown that one of the main reasons for the problems related to different forms of retirement insurance is demographic disbalances, economic undevelopment and financial and banking fragility and many others. Strategic benchmarks of transformations in the national social medium are not integrated and consistent. The research is based on a system approach using general scientific methods: generalization, pooling, analysis of the categories of interest. Abstract-logical method was used for making our conclusions. Finally we emphasize that existing strategic vectors of social and economic development are not able to solve problems related to functioning of the national pension system. Today mechanism of the pension system neither implements potential behind it for solving social problems and activization of economic relations. We propose the lines to improve the concept of pension system in the context of strategic directions and features of social and economic development of Ukraine.
