SYSTEM ENGINEERING OF MANAGEMENT BY FINANCIAL SAFETY OF THE PHARMACEUTICAL ORGANIZATION

Research objective was development and the experimental approbation of methodical approaches to an estimation of a condition and control of financial safety of the pharmaceutical organization with detection of the basic contributing factors. An object of research the system of financial safety of the pharmaceutical organisation appeared. Methods of the theory of unship sets, principles of the system approach, methods of questioning, interviewing, collective expert evaluations were used. As a result of generalization of materials of the led teoretiko-experimental research the concept, a structural control model by financial safety of the pharmaceutical organization, logical model of exterior and interior connections of control of financial safety are developed. Range of application of outcomes of research are the pharmaceutical organizations of various organization-legal patterns of ownership. With application of a complex of methods determination of concept of financial safety of the pharmaceutical organization is formulated; pacing factors of financial safety are taped; the expert evaluation of the significance of factors is led and value of their weight factors are calculated. With usage of a method of the weighed total of estimations of criteria with a punctual estimation of balances the system of the quantitative estimation of financial safety, taking into account the established vector of a priority is developed. The management system is generated by financial safety which can be implemented in the pharmaceutical organization of any pattern of ownership for the purpose of security of security of economic and social activity of the organizations of the given type from action of exterior and interior factors. In the management concept by factors of financial safety of the pharmaceutical organization it is used for the first time the principle subsidiarnosti which consists that control of financial safety originally is performed at a microeconomic level of the pharmaceutical organization - i.e. there where it is the possible, reasonable and most effective is used. For the purpose of management automation by financial safety the control methodology is implemented in the application program ?Pharmaceutical economic safety? which allows to conduct the automated modelling, the analysis, forecasting of financial safety of the pharmaceutical organization; to estimate financial safety of chemist's webs; to perform a modification of numerical value of weight factors; adjustment of a mathematical model of financial safety.
