Abstract
All countries in varying degrees, are faced with the problem of international migration. The available data show that the number of countries from which there is a significant outflow of migrants and the countries that are experiencing large inflows of migrants increases. In addition, the recent collapse of a number of States (USSR, Yugoslavia, Czechoslovakia) has not only led to the emergence of significant flows of international migrants, but also expanded the potential scale of international migration, if only because the movement of people, which had happened in one state, has acquired an international character.
