Abstract
The article presents information on patenting and licensing in science, role and objectives of patenting expertise in evaluation of novelty for new patentable inventions. Other matters discussed in the article are technical aspects of «problem-and-solution» approach, novelty issues, and substantial differences in solving the objective technical problems. The article also discusses such terms as «positive effect» as a feature of an invention, and «rationalization proposal».
