THE WORTHY OLD AGE OR AGING WITH COMFORT: CIVILIZATION OBJECTIVES

The concept of personal dignity is the basic notion within the concept of the social state. In the Constitution of the Russian Federation the primary target of social policy is ensuring decent life of a person. In 2013, the Federal law “On the basis of social services for citizens in the Russian Federation” has been adopted, in which this notion defines the primary principle of social service. However now it is necessary to take measures for not only for protection of worthy life, but also for formation of high level of the comfort surpassing objectives on the minimum standards, especially for senior citizens.
