Abstract

Committee of Union and Progress (CUP/ITC) began to liquidate Abdulhamid period staff after declaration of II. constitutional monarchy. Liquidation, in early days, was made as removal from bureau and dismissal of officers and soldiers in Istanbul and provinces, and arrest or exile some of them. Later it was taken to the government program and many officers and soldiers were dismissed from all ministries. It was decided to enact a law on regulation in December 1908 on the reaction of those who were dismissed from the state service. Some officials, soldiers and scholars were compulsorily retired from the age limit; a part of them were paid dismissal pension and a part were removed from their posts by paying compensation, with the law enacted in 1909. While retirement and dismissal pensions were paid by Civil Fund for officials and scholars, and by Military Fund for soldiers; compensation was paid by treasury resources. However, after a while, it was decided to pay dismissal pensions by their funds to people who returned their compensation. Payment of old-age or dismissal pensions to a large number of officials, scholars and soldiers because of retirement or dismissal of them caused a significant increase in favor of expenditures on the incomeexpenditure balances of funds. A French expert was appointed to consult his knowledge about what to be done to solve the problems arising in funds. Many changes were made on retirement laws against both military and civil servants in accordance with French expert's recommendations.
