Problems of public-private partnership in the sphere of innovative development of coal mining industry and means of their solution

Abstract

The article represents the analysis of problems in coal mining industry that have become more dramatic due to the events in the East of the country. It states that the mankind has not yet exhausted all opportunities of coal utilization. In the coal mining industry, even projects on re-equipment of a coalface require great investments due to the high cost of mining machinery. It is justified that public-private partnership attracting the wide range of interested representatives of miners’ towns public could provide major innovative projects introduction for the development of mining enterprises as the state is unable to invest funds to the innovation progress of the branch while mining enterprises themselves lack money for such financing. However the approach requires some changes in legislative acts of Ukraine, in particular, introduction of amendments to the Law of Ukraine «Government-private partnership», passing the Laws of Ukraine «Venture funds» and «Venture business in Ukraine». The article explains that for investing of large innovative projects it would be expedient to attract joint-stock crowdinvesting as the most advanced form of the public-private partnership. To make innovation policy of coal mining industry favorable for generation of high-productive, cost-effective, ecological and diversified coal mining enterprises, and development of areas where coal mining enterprises are situated it is necessary to pass the Law of Ukraine «Crowdfunding (crowdinvesting)» and to prepare normative-methodic provisions on the crowdinvesting in the coal mining industry.
