The urgency of subject matter of the scientific article consists of the research that marine areas occupy a large part of our planet, a large number of States have access to marine areas, and as a result there are also interests, both territorial, and economic and others. So, interest is a safety of courts and the objects belonging to the state. There are a lot of dangers which threaten marine courts. This theme was studied in different historical periods, anyhow the attention was paid, the certain measures were taken at legislative and practical level.
