TO THE QUESTION OF THE DISTRIBUTION OF THE AUTHORITY OF THE RUSSIAN FEDERATION AND ITS SUBJECTS IN THE SPHERE OF THE LEGISLATION ON ADMINISTRATIVE OFFENSES

The article is devoted to the problems of establishing responsibility for administrative violations at the federal and regional levels. In accordance with the Constitution of the Russian Federation, administrative legislation is in joint jurisdiction of the Russian Federation and the subjects of the Russian Federation. This, in turn, raises controversies among scientists about the wisdom of this approach and the contradiction in the practice of establishing responsibility for administrative violations at two levels. The author analyzes the theoretical side of the issue, and also considers the problems connected with the division of powers, in the example of the Perm Region.
