LAND DISPUTES: THE CONCEPT AND CAUSES

The author identifies the main causes of land (disputes, the lack of adequate government land policy and mechanisms for its implementation; underestimation of the contents, complexity, scope and specifics of the state land policy in the implementation of economic reforms; an unfortunate attraction of foreign experience, which is used in countries with developed market economy; ignoring resource and an integrated approach to rural develop- ment in land transformation; the lack of a coherent public policy for integrated development of the land legislation). The article analyzes the preventive measures in the sphere of land disputes addressing their causes. The author iden- tifies the advantages and disadvantages of different approaches to the concept "land dispute"
