A Research on the Results of Implementation of the State Subsidized Crop Product Insurance: A Case Study of Mid–East Anatolia Region (TRB)

Abstract

Agricultural production, because of its nature, faces several risks and uncertainties. These risks and uncertainties cause a big loss in agricultural production and the income of the producers. This situation has forced both developed and developing countries to develop and implement policies directed towards fighting the risks in agricultural production. In this connection, the risks that threaten the agricultural production in Turkey have been taken under the coverage of insurance by the Agricultural Insurance Law numbered 5363 enacted in 2005. The primary objective of this study is to put forward and evaluate the results of the implementation of the crop product insurance in Mid–Eastern Anatolia Region during 2007–2015 August periods. The data for this study obtained from the Data Pool of the Agricultural Insurance (TARSIM). According to the results of the study, the number of crop product insured producers which was 2890 in 2007 increased to 10036 by August 2015. The number of the crop product insured producers is the highest in Malatya (87.80%) and the lowest in Bingöl (0.03%) in the region. The area under insurance was 74694 da in 2007 rose to 311386 da in 2015. The value of crop product insurance premium production in the region was 5.4 million TL in 2007. This figure has risen to 94.2 million TL in 2015 August. The share of the region in total insurance premium production value was 11.57 % in 2007. This figure has fallen to 10.89% in 2014.
