Abstract

The main problems of development of rural medicine are considered in the article. In rural areas, the health care system is not adequately provided with new medical-diagnostic equipment and qualified medical personnel. The main reason for this situation is insufficient funding of medical institutions in rural areas. Medico-demographic and financial indicators of the health system of the rural population have been studied in the example of the Poltava region. They testify to the need to reform the health care system. Financing rural healthcare institutions from the budgets of rural and village councils in the context of a shortage of funds in rural budgets leads to a reduction in the network of these institutions and a deterioration in the availability of health care and its quality. Accessible and quality medical care is impossible without sufficient and effective funding of medicine. To improve the financing of medicine in rural areas, it is necessary to ensure adequate financing from budgets of various levels, to strengthen control over the use of resources, to reorganize the activities of rural medical and preventive institutions with the introduction of new economic management methods using the positive experience of developed countries. It is necessary to stimulate public development of private medicine and voluntary medical insurance as an additional source of financing rural health care.
