ECONOMIC INSTRUMENTS OF INFLUENCE ARE ON THE BALANCED DEVELOPMENT OF AGROEKOSISTEM

In the article meaningfulness of question of economic development and ecological state is examined agroecosystems. In this connection, conditioning for steady development of agroecosystems with a difficult enough process which outlines the vast circle of problems, beginning from physical and chemical and biological processes in soil, to to by the improvement of specialization of the agrarian production systems and rural terrains territory. It is marked that contamination which grows constantly, and inefficient natural managemen together with the raw material orientation of export in a great deal stipulates strengthening ecologically of the crisis phenomena in some rural territories. One of priority directions of the balanced development of agroecosystems there is a guard of environment, rational use of natural resources, safety of vital functions of man in combination with the economy growing. The stages of achievement of the balanced development are offered agroecosystems which are based on the guard of environment. The economic instruments of influence are selected on steady development agrarian a sector on the whole, show by itself methodical, organizational and legal activity for establishment and realization of concrete economic instruments of the ecological adjusting. It is noticed that between economic instruments ponderable enough, will be and declension of payments which are counted firms-pollutants as subsidies for reduction of production volumes. Among subsidies most often there are investment, tax credits, loan with the small rate of percent, guarantees of loans, providing of the accelerated depreciation of nature protection equipment, facilities on adjusting of costs of primary resources and eventual products. It is noticed that the system of payments is for contamination of environment, opposite, intended for inhibition of activity which causes violation of balanced of the ecological system. The basic accents of Conception of the balanced (permanent) development of agroekosistem are selected in Ukraine, in relation to the balanced development agroekosistem with the maintenance of rural territories.
