Structural features of regulatory support for and directions of development of the knowledge triangle organizational content in Ukraine

A new structured vision of the legislative framework for the functioning of the organizational components of the knowledge triangle in Ukraine through the prism of the promotion of innovative development was explored. The organizational content of three pillar points of the knowledge triangle (education, research and innovation), corresponding links of their interaction, as well as the regulatory and coordinating environment is analyzed.The results of the study indicate that the existing organizational forms, such as innovative clusters, technological platforms, business angels, accelerators, etc., have not been reflected in existing legislative norms and regulations, as well as in practical activities (with exception to start-ups).Dual education (mentioned in the Law on Higher Education, but not regulated in details), deep cooperation with enterprises as a part of education and as an element of necessity, have not received proper normative expression.In addition, it was found, that the knowledge triangle functioning environment, in particular - the regional governance’s role, different public structures’ involvement in problems in question, the innovative climate, partnership boards, foundations, centres of advanced innovative experience - all the structures, that to a large extent is the voluntary response of the region itself to solving the problems of innovative development, as is the object of attention, so far exist mainly only in theoretical studies. Legally stipulated the need for public attention to the development of innovation culture was revealed only in one document, but it itself can give impetus to the massive development of innovation.On the basis of the performed analysis, the directions of development of organizational support for the functioning of the knowledge triangle in Ukraine are proposed.
