THE MODIFICATION OF DEMOCRATIC FORM OF GOVERNMENT

Improving the efficiency of management of objects of different branches, levels and scales is being carried out throug h the training and identification of personnel of managers and executives and evaluation the effec- tiveness of existing and being updated teams of managers and executives. The modification of democratic form of gov- ernment is being achieved with structural i nnovations in the governing bodies of all branches and levels. These innova- tions include a three - level system of management (the legitimate, closed and secret one), as well as a dynamic system of rotation of managers and their teams at all 3 levels of powe r. To do this, an information - analytical structure – Agency of Improving the management efficiency (AIME) – is being created. The Agency uses digital technologies, computer equipment, as well as chromosomal - genetic, frequency - resonance and other research m ethods in its work.
