THE EXPERIENCE OF GERMANY IN THE LEGISLATION ON ADMINISTRATIVE PROCEDURES AND THE PROSPECTS OF ITS IMPLEMENTATION IN THE UKRAINIAN LEGAL BASIS IN THE CONTEXT OF THE STATE ADMINISTRATION

The article deals with the international specificity of the functioning of the General Administrative Procedure Act on an example of German legislation. The present state of development of the general legal act on administrative procedures in Ukraine is explored. The principles of administrative procedures specified in Resolution (77) 31 on protection of a person in relation to acts of administrative bodies, adopted by the Committee of Ministers of the Council of Europe are analyzed. A comparison of two drafts law in the aspect of compliance with international principles and standards. The provisions of the Federal Administrative Procedure Act, which can be introduced into the Ukrainian legislation, are defined.
