ON SOME PROBLEMS OF HEALTHCARE MANAGEMENT IN RUSSIAN FEDERATION

Healthcare being an integral organization system of socio-economic relations, plays a very important role in the modern society. A high significance in these conditions is assigned to healthcare organization and management. Since the government guarantees realization of citizens' interests and rights in the field of health protection, and healthcare is a strategic pillar of the government, it is necessary to restore the vertical power system in the healthcare sphere. This step will help development of the governmental-public control of healthcare. However, construction of the vertical power system of healthcare management carries certain risks. Strengthening of the vertical power system is possible on the basis of standardization of the healthcare system at the level of Healthcare Ministry of Russia through elaboration of the Program of government guarantees for rendering medical assistance to the population free of charge. Improvement of the effectiveness of the healthcare management aimed at increase in the availability of the medical assistance for the population and of its quality, optimization of resources is possible not only on the basis of establishment of the vertical management system resting on systemic standardization, but also by expansion of the authorities of municipal structures in organization of the primary medical assistance.
