Abstract

Spiritual, moral and other values of a civil servant are the traits that cannot be identified easily. They are found only in the process of their activity and through exhaustive evaluation. In this sense, the spiritual and moral qualities, like other social values, are inseparable from management process and administrative activity. Implementation of principles of continuing education into moral dimension of public service can be a serious challenge, as this sphere is very active and busy even without these kind of “high concepts”. But, indeed, spiritual and moral values actively influence the formation and development of a civil servant throughout his career. At the same time, citizens cannot be sure about secureness of their rights and freedoms unless there is a system for guaranteeing constant development of spirituality of public service employees. Solutions to these problems are analyzed in this article.
