Abstract

In the article, ideas and approaches to an essence of process of decentralisation of management are considered by formation, its basic signs, quality and principles reveal. The special attention is givento question of division of functions and powers in of zones of influence between power branches. The processes of democratization of most spheres of life of the Ukrainian society require from the state authorities a brand new democratic management mechanisms of alllevels, types and components of the Ukrainian educational system. The expansion of public participation in the regulation of educational processes and the autonomy of institutions of general secondary education in the context of the requirements of the Bologna process, coordination and control by the community and employers in their activities, the refusal of the state from the part of powers in favor of local self-government, etc., has a special meaning. Given the participation of the education system in socio-economic transformations, active interaction with market institutions as entrepreneurship, production, services, the issue of public and public administration of the system of general secondary education of Ukraine becomes relevant. One of the strategic tasks of administrative reforms in education is the transition from state-administrative to state-public forms of management of the educational sphere. Among the ways of this task author describes the definition of powers in the system of education of education of central and local authorities, bodies of public self-government, as well as the creation of a system of public and public evaluation of the activities of educational institutions. As seen, the relationship was anticipated between state and society in the field of education as a subjectsubject, which was confirmed by the intention of the state to delegate management authority to public sector, state-public declaration forms of assessment of functioning of educational institutions.
