Activity of Regional Libraries in a Modern Legislative Realm

In the article some new reformative changes’ influences, such, in particular, as realization of decentralization, process of association of territorial communities, grant of administrative services on the library structures are presented. Already gained experience of certain regional libraries’ on reformation is illuminated in conditions of the incorporated territorial communities. Focus of attention is at legislative initiatives of Ministry of culture of Ukraine and other corresponding establishments for providing of decentralization of powers and construction of effective model of governance in the spheres attributed to the competence of department. The necessity of expansion of social-communication sphere of library institutes’ activity, transformation of library-informative environment, due to wide introductions in practice of library activity of internet-technologies is stressed.
