Coordinated Development of the Regional Industry and the Infrastructure of Small-Size Airports: Changing the Approach to Decision-Making

Abstract

The need for the revival and development of the regional industry and airport infrastructure in Siberia, the Far East and northern territories, where many factories and small-size airports were destroyed after the collapse of the USSR and industrial settlements were affected, is being considered in the article. The article includes statistical data on two economic sectors. The close connection between industry and air transport infrastructure is shown (specific examples on the Irkutsk Oblast cities are given), the significance of their coordinated development under transition to the fifth and sixth technological way is underlined. The need to alter the principles of creating an infrastructure (the airports, in particular) within low population density territories, compared to those in Western Russia, where the cover of expediture for an airport is calculated in reliance on the advanced industry, number of dwellers, territorial attractiveness, instead taking strategic priorities into account (transit point, outpost on the border with Asian states, development of rich mineral deposits, etc.), as well as the scope for construction and development of industrial sites, is emphasized. The author proposes to coordinate the development strategies of industry and airport sectors, optimize and interlink the system of program and legal documents for these spheres of the national economy.
