BEING COMMUNAL IS THE SOCIO-GENETIC ASPECT OF HUMAN NATURE

The article discusses the scientific theories and views on state forming, and also the Darwinist doc- trine and Marxist views, the reasons for their emergence, their positive and negative, justified and unjustified aspects have been studied. Human essence, factors leading to their social character, reasons of the emergence of communities and societies, which contribute to state forming have been analysed, basing on those, problems such as the essence of government, whether it is temporary or permanent phenomenon in human development are researched by the author's outlook
