This paper discusses the ineffectiveness of collaboration between stakeholders in the case of disaster management in Pangandaran District, West Java, Indonesia. Disaster management cannot be carried out by a single government unit. Collaboration with other stakeholders is very important so that disasters can be managed more proportionally. Qualitative methods are used in this study by observing, interviewing, and studying relevant documentation. Determination of informants was done purposively as many as thirty-three people selected from eleven stakeholders who were very understanding of the problems in the field. The researcher gathered information regarding collaboration in disaster management in Pangandaran District. The findings in this study indicate that central government and local government must have political will to overcome the ineffectiveness of disaster management collaboration
