The objective consists in development of the educational technology assuming creation of the virtual teacher relying on the knowledge base of higher education institution in which knowledge of current and the previous teaching staff of higher education institution is accumulated. The most important place in the scientific article is given to the pedagogical technology of distance learning realized in a format of "the virtual teacher". At the same time qualification of the virtual teacher has to exceed potential practically of any student, and his me- thodical skill adapts to psychophysiological condition of students by means of intellectual and technical support group. At the end of the article the authors sum up that today objectively there are legal, economic and techno- logical conditions for implementation of the technology of accumulation and controlled distribution of educa- tional content in the required scale.
