The analysis of the dynamics of training in the system of higher and professional education, discovered the negative trends in the reduction of the volume of training, deformation structures of training by educational levels and the discrepancy of the needs of the economy. Analyzed their causes and substantiated a number of proposals on the development of higher education in the context of the needs of the modernization of the economy to the new technological basis.
