Social security as an element of state regulation in the system: socio-economic and humanitarian context

Abstract

The place and role of security as an interdisciplinary philosophical, economic and social category, as well as a key component of sustainable human development, are defined. It is proved that in the system of economic categories, security performs an integral function in relation to economic freedom and protection from the danger of economic destabilization, which ensures the stability of the economic system and guarantees the economic security of the state, man and society. The implementation of security as a social category in the framework of the social state model is substantiated. The expansion of the military-political concept of security to the framework of the social and humanitarian sphere has been studied. It has been established that national security acquires a broader socio-economic content as one of the basic components of the state regulation of social relations, including state administration, public administration and public administration, as integral elements of the social management mechanism. It is shown that the peculiarity of the new model of proper (new) management is the involvement of a wide range of social subjects in the management process. The conceptual changes in the legislation of Ukraine on national security, taking into account the basic principles and approaches to its understanding in the United States and the EU were analyzed. It is shown that, under the influence of an increase in the need to protect the national sovereignty and territorial integrity of the country, there has been a narrowing of the legislative definition of national security to a spectrum that covers state, public and military security. Based on the results of a comparative analysis, it is substantiated that the understanding of social security as a synthesis of state and public security generally corresponds to European and world trends regarding the expansion of the social and humanitarian interpretation of security.
