Historical-cultural aspect’s development of higher education in imperial period (1899-1917)

The article deals with the problems’ state management system of higher education’s Russian Empire in the end of XIX beginning of XX centuries. Attention was drawn to the swing state of a course from an authoritarian to a standalone model’s management of higher educational institutions. Raised the issue of granting universities autonomy and independence. The periods are defined attempts to reform the system of higher education and changes of university charter.
