Library Information and Analytical Support of Regional Power Institutions as an Important Component of Strategic Communications Development: Experience of Analytical Units of V. I. Vernadsky National Library of Ukraine

The role and importance of scientific library in the process of development of socio-political communication, in particular, information and analytical support of local state authorities and self-government are considered. The experience of work of analytical units of V.I. Vernadsky National Library of Ukraine on filling of communication channels of authorities and community with scientific socially important information, which outlines strategic directions of development of a democratic society, is analyzed. The attention is focused on the growth of information requests in the process of social transformation, in particular in the governing structures of the authorities and self-government. Effective mechanisms of using telecommunication networks for providing users with library scientific and intellectual information products, ways of increasing the efficiency of providing public information requests are outlined. Examples of increasing popularity and demand for information and analytical products for remote users of the scientific library are given.It is substantiated that the development of the analytical structures of the scientific library represents a considerable potential for the further elaboration of the state system of strategic communications, since the mechanisms for prompt filling of communication channels with socially important information have been developed in their arsenal.
