Current Legal Basis of Collaboration of Ukrainian Librariesin the Conditions of Digitalization

The article analyzes the legislation of Ukraine on the progress of interaction in the national library and information area to provide comprehensive development of the national scientific, cultural and educational space and its successful integration into the relevant world ones. One of the important aspects of modern state legal policy in Ukraine is European integration, which leads to a profound reform of all spheres of society, and the achievement of success in this process is a prerequisite both for increasing the scientific, cultural, educational and economic potential of the state, ensuring unhindered access to information, and improving the well-being of Ukrainian citizens. Adaptation and development of the electronic environment, use of electronic communications, provision of effective access to information, correlation of library-information activity, copyright and electronic information, professional training of personnel are the key issues that are being addressed today by the library-information community in the context of intensifying cooperation between Ukraine and European Communities. Equally important is the formation of a broad partnership of the whole range of scientific cultural, information, educational institutions: libraries, centers of scientific and technical information, archives, museums and other institutions interested in the development of a coherent national information space based on the integration of brightly documented information resources. The current Ukrainian legal framework is not sufficient for successful interaction of Ukrainian libraries, but it is a crucial prerequisite for the functioning of modern civil society, and it actualizes the development of legal support as legal mechanisms at the national level, which must be accompanied by positive incentives for adoption and implementation of plans, programs and the implementation is aimed at enhancing the credibility of libraries in society.
