Abstract

Introduction. This study aims to determine the position of the Russian Federation in the international ranking of innovative development and analyze the various parameters of intellectual property in Russia in comparison to leading countries. Monitoring Tools. This study has been conducted using the methods of comparison, grouping, and expert assessment. The monitoring of intellectual property parameters has been conducted using statistical data from Russian and international public databases (Russian Federal State Statistics Service, Russian Federal Service for Intellectual Property, World Intellectual Property Organization). Results. Based on the indicators of innovative activity, including the number of patent applications and utility models, Russia is among the top 10 most innovative countries around the world. Nevertheless, the actual levels of those parameters are tens of times lower than those of China, which is the overall leader in patent filings. The study determines the countries with the leading number of invention applications, defines Russia's position in the global rankings of patent filings for inventions, and analyzes the creation and usage of the products of intellectual activities for both the country and specific regions. Conclusion. The results of monitoring intellectual property indicators can be used to develop solutions and further steps for the national mobilization of extrabudgetary funds to the intellectual property sector as well as to stimulate the development of science and technology in Russia.
