Analysis of the success of industrial partners in the science and technology program contests

Abstract

The purpose of this article is to offer objective guidelines that will help the leaders of industrial partners (IPs) assess the prospects for successful participation in the competitions of the federal target program "Research and Development in Priority Areas for the Development of the Russian Science and Technology Complex for 2014–2020" (Program). The article will also be of interest to potential contractors of research and development – recipients of the grant, in terms of selecting the most promising IP. The authors performed an analysis of the characteristics of industrial partners, indicated both in the winning applications and in the losers. For the purpose of correct comparison, the IPs are grouped by the value of the average annual gross revenue of the organization (company, enterprise) for the last three years. The dependencies between the success in the Program contests and the characteristics of the IPs, which are indicated in the competitive bids, are investigated. The methods of statistical analysis are used that allow making quantitative and qualitative assessments of the influence of the IP characteristics on success in the competitions of the Program. This paper determines the boundary values of the IP characteristics, increasing the chances of an application to win the competition. A fairly complete list of types of extrabudgetary co-financing used in the implementation of the Program can also be of interest to potential applicants. The article discusses the experience of motivating the IPs to allocate co-financing in the form of so-called live money – money, which is transferred from the IP's account to the account of the research and development contractor. This trend in 2018 is growing. In addition, in order to improve the quality of expert evaluation of applications for the competitions held under the Program, the article gives recommendations on improving the requirements for these applications.
