Science cities: forgotten issue or revival?

Abstract

The article takes focus on the question of the correctness of positioning science cities as an object of the state science and technology policy. The policy has been unsuccessful in science cities' development for decades and will remain unsuccessful in future too, as evidenced by the results of the legal analysis concerning the new edition of the relevant federal law. While the key scientific and technological projects are unavailable for science cities, it is proposed to consider depressive science cities as an issue for the state regional policy. In this case, such cities can be affected by anti-crisis measures that are normally applied to problematic monocities.
