Theory of the impracticability of «democracy» and the necessity for to strengthen role of state management in the interests of the people

Abstract

The scientific work examines created by me the Theory of the impracticability of the so-called «Democracy» and the necessity for to strengthen the role of state management in the interests of the people. It is on the basis of the Theory of Impossibility of the so-called «Democracy» that the impossibility of implementing «Democracy» is scientifically confirmed – the impossibility of exercising the «power of the people» in society and in the state. As for democracy, under which capitalism is implied, it is necessary to note, that, first, democracy – power of people, and capitalism – power of money, power of capital, are obviously incompatible, since power of money, power of capital, at one and the same time, cannot be also power of people, and therefore, capitalism – is not democracy (is not democratic system), but it is, as I called it, «moneycracy» (power of money). Therefore, to put it mildly, it is amazing, when representatives of the capitalist world speak of existence of democracy in their countries (?!). And, second, democracy – power of people – really is unrealizable not only under capitalism, but also outside capitalism, since in either social-state system all people cannot have power over people either theoretically or practically, i. е. all people cannot manage their people and the state. In this connection it should be noted that, notwithstanding the fact whether it is good or bad, in fact and nowadays in any state, including the so-called democratic states, in the presence of different branches of power and under conditions of the imaginary or real mutual control, the state, in fact, is ruled by one person, for example, by the president of the country and so on, even (in the best – ideal case) with regard to interests and opinion of people. Other representatives of power in fact implement the role of assistants (supporters) or critics (oppositionists) of the leader of the state. And one more: existence and recognition of the state power and its branches already confirms that people are not the power and also confirms that democracy does not exist. Consequently, in my deep belief, there, where the state exists – cannot be democracy and there, where the state does not exist – democracy cannot be all the more, since «democracy» – is the power of people, i. е. when the supreme power is possessed by all people – is really unrealizable at all. At the same time, the scientific work proposes and substantiates the Theory of Cratocracy, created by me, which is the power of state authority really taking place in any normal society and state. Particular attention is paid the problem to the necessity for to strengthen the role of state management in modern conditions and the study of the scientific foundations of the effectiveness of political management in the interests of the people.
