Transformation of Approaches to the Personnel Policy Formation as a Component of Effective Defense Management

Abstract

The article is devoted to the substantiation of the role of personnel policy as a component of effective defense management and promising directions of its transformation. The personnel policy of institutions for ensuring national security and defense is proposed to be considered as a derivative of the state personnel policy and an instrument for its implementation. The principles of the formation and implementation of personnel policy in the defense management system are determined. They are openness, transparency, consistency, consistency, flexibility, targeting, morality, scientific validity, multilevel, perspective, realistic and legislative security. It is noted that in the defense management system, personnel policy should perform not only traditional functions, but also support the effective use of available human resources, ensure the full implementation of the goals of the country's military and defense policy in the face of a personnel shortage, promote the rationality of personnel costs and the balance of relevant budgets. Trends in the training of personnel for the sphere of ensuring national security and defense in Ukraine are analyzed. The priority directions of personnel policy transformation as a component of effective defense management are highlighted (the transition from the use of a predominantly closed type of personnel policy to the development and implementation of open personnel policy models; the development of modern competence profiles for positions of different levels and the organization of training using a competence approach; the development of career opportunities for specialists; the new approaches to remuneration and incentives that will based on modern methods of assessing the effectiveness of the fulfillment of assigned tasks and job responsibilities; the implantation of an integrated HR audit system; digitalization of HR processes and the implantation of an automated personnel management system). The factors of new personnel policy administration are determined.
