Abstract

In Vietnam, the principal of a high school is the title prescribed in education law. The principal of the school is appointed by the chairman of the provincial/district People's Committee. In fact, the work of fostering and appointing educational managers is often carried out under the "post-supplementary" regime, i.e. appointing managerial positions before sending them to fostering educational management. The principal is an adult who goes to school. They have work experience and this experience affect their academic performance. Principals only learn when they find learning beneficial to their work, and they study actively when solving practical problems. Principals learn through their own activities. Their knowledge is not equal in both theory and practice. When we consider human learners from an e-learning system perspective, we consider the competency (such as knowledge, skill, and abilities) of the human learner. Within this model, we should also consider competency of the self-improvable resources. In most current e-learning systems, activities' content and order are presented in a static manner without taking into consideration the learners competencies. In this paper, we adopted a competency based approach to offer each learner (the principal of a high school) an individualized learning path for the acquisition of the competences required in the educational management field
