Abstract

Frameworks inherently provide generic and predictable functionality and have been used in project execution with considerable success and consistency. According to the Chaos reports, the high project failure rates are caused by inconsistency of execution. The development of the framework for execution was aimed at delivering projects within budget and on schedule while still meeting the quality and scope specifications. In addition, the framework provided a structured methodology which contributed to the way projects were implemented and delivered successfully. While the project success factors were explored in literature to define the framework structures, a multi-dimensional approach was pursued to highlight the spectrum of the project activities required to meet and satisfy the outcome of a successful project. Structurally, the elements of the framework covered the core activities of the project implementation phase and followed a system engineering iteration process of “Analyze, Design, Develop and Deploy”. Furthermore, the quality of the framework was ensured using the Deming cycle. A research questionnaire was formulated and distributed to project management professionals within the gas industry. It was then evaluated using the summated Likert scale and demonstrated in two case study applications during the construction of two new plants. Furthermore, practical recommendations were made.
