BUREAU OF ALCOHOL, TOBACCO, FIREARMS AND EXPLOSIVES, (ATF) USA: GENESIS

In the conditions of development of the system of executive power and the presence of many bodies of state functions that duplicate each other, the introduction of a single “thematic” body with a clearly specified regulation of activity is quite urgent. Analyzing the international experience of the world with different types of government and functions of the executive, it becomes clear that the US experience in establishing and operating the Bureau for the Control of Alcohol, Tobacco, Firearms and Explosives (ATF) is the most interesting and effective, suitable for implementation in the system of public administration, in particular in Ukraine. The study is devoted to the emergence, establishment and development of a federal agency of the US Department of Justice, whose duties include investigating and preventing crimes related to the illicit use, production and possession of firearms and explosives. The article shows the impact of the federal agency (ATF) on the legislative initiatives of the United States Congress. The historical stages of the existence of this unit are illustrated, which reflect the complexity of implementation of the national policy of control over alcoholic beverages, tobacco products, firearms and explosives.
