SOCIO-ECONOMIC CYCLES AS A FORM OF INTERACTION OF STABILITY AND INSTABILITY

It has been established that in the process of self-development of political and economic systems the cyclical change of periods of relative instability and periods of relative stability occurs. Relative stability and relative instability are interrelated phenomena staying in a constantly renewable circuit, knowable through one another and serving as a measure of each other. In the process of unfolding cycles of changing society forms, which form a cyclical process of social development, there is a transition from relative stability (formation phase) to relative instability (development phase) and subsequently to an increase in instability, increasing differences in the rate of change in techno-technological, socio-economic, institutional components of reproductive dynamics (decomposition phase). It has been substantiated that in such an urgent form of socio-economic cycles as Kondratieff cycles downward waves are periods of relative long-term stability, and upward waves are periods of relative long-term instability. In the development of the Juglary cycle the expansion phase and the recession phase are periods of relative instability, and the recovery phase and the depression phase are periods of relative stability. Socio-economic cycle is a form of self-development of social systems in the process of which the contradictions of reproductive dynamics are periodically aggravated and resolved, which is expressed in a cyclical change of the relatively unstable state of the system by relatively stable. In the historical process of social development the unity of the diversity of socio-economic cycles forms a global space-time fractal. In the modern global political and economic system in the conditions of the completion of the 5th Kondratieff cycle, the American systemic cycle of accumulation, the transition to the «macro solution» phase in the deployment of the current long cycle of world politics and approaching to the technological singularity the complexity and instability are increasing, which is expressed in the turbulence of geopolitical and geo-economic processes, violation of the usual chronology and socio-economic cycles deployment forms.
