PRODUCTION OF STATISTICAL INFORMATION ON ADMINISTRATIVE OFFENCE: QUALITY ENHANCEMENT BY WAY OF MONITORING

Theoretical and practical issues related with monitoring of the quality of processes of production of statistical information on administrative offence are analyzed, with outlining measures to be involved in its performance. It is argued that application of the monitoring results is an effective tool for enhancing the quality of statistical information. It is regarded as a tool for quality management of process involved in production in statistical information, including one on administrative offence. The quality of statistical information on administrative offence can be improved, first of all, through identifying the user needs in the respective statistical information. This requires the continuing feedback of producers and users of statistical information: respondents of official statistical observations and bodies charged with activities related with collection and use of administrative data. It is shown that production of statistical information as a whole and statistical information on administrative offence in particular needs to be reorganized by use of the process approach, to introduce the integrated system of statistical information managed by metadata. It is argued that implementation of a system for training of staff involved in statistical production, which envisages extensive learning of legal, infrastructural and organizational aspects required for arranging and performing law enforcement measures, constitutes an important and priority direction of further improvements of official statistics activities. A number of measures of organizational, legal, methodological and financial nature is proposed to enhance performance of statistical production processes and strengthen the capacities of the existing statistical system.
