TAKING ACCOUNT OF THE SITUS IN PLANNING THE DEVELOPMENT OF URBAN TERRITORIES

Abstract

The types of effect arising as a result of the activity of a construction organization are investigated. A combination of factors determining the situs of a residential property has been developed and it has been established that the constituents of the situs include a certain set of services necessary to meet the physical, economic, social, psycho-emotional and spiritual needs of a person. It was determined that the situs affects the consumer properties and the value of the object, and its change entails a change in the value of the property and a change in the living conditions in this object. It was found out that there is a problem of building multi-storey buildings in historical and architectural centers of cities, recreational areas that satisfy public needs, which leads to a violation of the equal accessibility of the population to social benefits. It is indicated that such violations become widespread in the absence of proper control by state and public institutions of the development processes and lead to a violation of the principle of equal accessibility of the population to basic social benefits, the stratification of the social environment and the imbalance of development factors in urban and suburban areas. It was determined that the development of effective mechanisms to prevent abuse and fraud during development is necessary. It is proved that business entities, legislative and executive authorities, and other parts of society should move on to new principles of interaction between participants in construction processes in order to form relationships that meet the criteria for balanced socially-oriented development of territories. It is determined that the justification and approval of construction projects must be guided by the principle of maximizing public utility. Social utility is understood as the property of an urban area to satisfy needs and ensure the right of every citizen to a favorable environment for life and activity.
