Abstract

The article discusses the main ways to ensure and accelerate the transfer of economic processes to a circular economy model based on sustainable business models using recycling. The main barriers to the transition to a circular economy model are considered. Program activities are proposed at global, national, regional and organizational levels to create an effective infrastructure for the transition to biosphere-compatible production and the circular economy, as elements of sustainable development. At the national level, it was proposed to introduce a ban on the production of goods and services that cannot be recycled in the country or there are no guaranteed agreements on the return of the used product to the manufacturer for processing. It is also proposed the introduction of an additional fee for returning goods to the manufacturer for further processing. A modified diagram of the integrated flow of resources for the circular economy is proposed, which is a model for designing the interaction between the individual stages of the implementing of green technologies. The difference from the traditional scheme is the formation of two circles of the resource's movement: large — with the delayed use of natural resources with their return to nature and the middle — closed industrial cycle. Inside the middle circle there are transformations and processing of resources within the framework of circular business models. The main existing circular business models are analyzed. On their basis, changes in the standard model of creating a value chain are proposed. The activities of manufacturing companies are proposed to be planned as a part of the formation of integrated business processes in supply chains. Moreover, the movement direction of resources in these chains is directed in both directions. The option of creation based on the value chain and including in it the costs of fulfilling the environmental compatibility requirements of vertically integrated production structures, which can effectively facilitate the transition to a circular economic model based on recycling, is considered. The responsibility and interaction procedures in this scheme are determined at the beginning of the product design by creating a strategic supply chain, which is formed on the basis of the product value chain due to the sustainable development principles
